PMO Hydrogen-project

The hydrogen prereduction project at ETI involves the development, testing, piloting, demo and finally constructing of a fluidised bed system using hydrogen instead of coal as a reducing agent to significantly reduce the carbon footprint of titanium slag production. This very innovative approach has been recognised by the EU who included the project as part of the IPCEI-Hydrogen program. The next phases of the project are divided in 3 concurrent work streams: the development of a continuous Pilot-plant to be built and operate in Frankfurt with the selected technology partner, the FEED (PFS and DFS) of a Demo-plant to be built in Tyssedal and producing the PFS of a Full-scale plant.

The Project Manager will lead and manage the 3 parallel work streams with a team compose of internal resources and external engineering contractor. He will help select the contracting strategy with external resources and lead scope, budget, and schedule, while ensuring safety and quality standards in accordance with Eramet Project Handbook and industry best practices.

The Project Manager will report to the H2-director.

Size

  • The continuous Pilot-Plan + the Demo-plant projects have an anticipated Capex of approximately 50 M€

  • The project streams are: the development of a continuous Pilot-plant, the FEED (PFS and DFS) of a Demo-plant to be built in Tyssedal and the PFS of a Full scale plant.

  • The contracting strategy with: a) the technology provider and b) parallel engineering for balance of plan activity, has to be develop.

  • Build and manage a project team with specialist internal & consultant support as justified, to carry out activities related to the project requirements and options for the PFS, DFS studies and the execution of the project in 2022, 2023 and 2024. Prepare Demo plan execution plan for 2025

  • Control the execution of the project in terms of cost, schedule, scope, quality and safety.

Complexity of the position

The Hydrogen Prereduction Project Manager is responsible for the management of the projects, from the study phase to projects approval, within the framework of the objectives set and ensuring compliance with cost, schedule, and quality requirements. Anticipate the impacts of facility transformation and lead change management efforts.

Specific project responsibilities include the following:

Manage all aspects of project execution in cooperation with the H2-director, including but not limited to:

  • Develop, lead and supervise the project team.

  • Contract development, management and administration.

  • Engage and manage specialist consultants as required.

  • Interface management between the ETI operational team and the project team.

  • Safety, Environment and Community requirements.

  • Cost, schedule, quality and resources.

  • All site works and remote test work, and coordinate the activity of the project stakeholders (technology contractor, engineering contractor, suppliers, subcontractors…).

  • Control and monitor the progress of the projects and compliance with the Project mandate, and updating an estimate at completion forecast on all these dimensions that reflects the knowledge to date on the progress of the project to:

    • Ensure accuracy and consistency of reporting

    • Manage and anticipate risks

    • Alert the Steering Committee of any deviation from the Project Mandate and keep other project team members informed

    • Manage change requests to minimize project impact and ensure scope stability

    • Liaise with ETI CSR Manager for external stakeholder management (government (ENOVA), suppliers, partners, authorities, etc.).

  • Identify, document and obtaining approval of the project scope, schedule and budget in line with the Group’s systems, procedures and objectives.

  • Communicate, coordinate, and correspond with the Project team, internal stakeholders and other Group stakeholders for all the matters related to the project.

  • Lead and provide technical inputs to prefeasibility studies and feasibility studies, tender preparation and negotiation commercial agreements and contracts.

General tasks:

  • Build and manage a project team, to carry out activities related to the PFS, DFS study and the execution of the projects in 2022, 2023 and 2024-2025;

  • Source and select the adequate resources (internal and external) to meet the objectives of the project

  • Manage the different engineering contractors and all other consultants (technical, legal, environment)

  • Manage efficiently the communications towards all stakeholders of the project (internal, communities, administration, operations)

  • Establish and manage a project change management procedure;

  • Manage efficiently all project risks associated with the projects, with proper identification, quantification and mitigation plan in accordance with the Group systems and procedures.

Qualifications:

  • Degree level Engineering qualification (Electrical, Mechanical preferred) or other technically educated professional.

  • Post graduate qualifications in Project Management.

  • Post graduate qualifications in Commerce or Contract management.

  • Renewable Energy or Carbon Management qualification desirable.

Experience:

  • Minimum 6 years of specific, relevant industry experience.

  • Strong commercial and contract management / administration experience on large industrial projects, including EPC (Lump sum / turnkey) style contract management or similar.

  • Conversant in renewable energy technologies, market conditions and typical renewable energy contract structures.

  • Professional experience in a renewable energy project environment.

  • Ability to prepare and coordinate the preparation of high-quality technical reports and specifications.

  • Evidence of technical competence, self-motivation, flexibility, problem solving approach.

  • Experience of working within a multi-disciplinary engineering environment.

  • Strong commercial focus with the ability to identify and manage risk.

  • Ability to work under pressure and to tight deadlines.

  • Ability to communicate clearly and concisely, with the ability to explain technical issues to non-technical stakeholders.

  • Excellent IT skills particularly MS Excel, Word, MS Project and PowerPoint.
